Rags Carter, born December 2, 1928 is a former NASCAR driver from Miami Springs, FL. He competed in three Sprint Cup event prior to his death on May 23, 1993. One race was in 1952, when Carter raced at Palm Beach Speedway. Starting 15th in the nineteen-car field, Carter had an impressive run.
